Bishop Caesar Romero Cabiness, Senior Pastor of Praise Tabernacle Inc., responded to the divine call of ministry in 1986. He was ordained in April 1988 and installed as Pastor of Praise Tabernacle in September 1992.
He is the founder of Te’Hillah School of Urban Ministry and the Nu Image Empowerment Centre. His academic preparation includes study at Bethel Bible Institute, O.M. Kelly Religious Training Institute, Logos Bible College, Northgate Bible College, and United Christian College, where he earned master’s and doctoral degrees in Sacred Theology.
Consecrated to the sacred office of Bishop in 2013, Bishop Cabiness has served in denominational, educational, community, chaplaincy, broadcasting, and missions leadership.
Rev. George A. Halloway serves as Vice President of Te’Hillah School of Urban Ministry. In this role, he supports the school’s academic mission, administrative leadership, and commitment to preparing students for Christian service.
His presence on the leadership team reflects Te’Hillah’s commitment to faithful instruction, spiritual development, and disciplined ministry preparation.
